An incumbent local exchange carrier (ILEC) is a local telephone service provider that held a monopoly on regional landline service before the market opened up to competitive local exchange carriers (CLECs), or the corporate successor of such a firm. For the United States, this was the Bell System, owned by AT&T, which was then broken into the smaller “baby Bell’s” such as Bell South.
